Ο Δρ. Ιωάννης Τόμκος γεννήθηκε το 1973 στην Αθήνα. Είναι κάτοχος Διδακτορικού Διπλώματος σε «Οπτικά Δίκτυα» (1999) από το Πανεπιστήμιο Αθηνών (Τμήμα Πληροφορικής), Μεταπτυχιακού Διπλώματος Ειδίκευσης σε «Τηλεπικοινωνιακά Δίκτυα» (1996) από το Πανεπιστήμιο Αθηνών (Τμήμα Πληροφορικής και Τμήμα Φυσικής) και Πτυχίου «Φυσικής» (1994) από το Πανεπιστήμιο Πατρών (Τμήμα Φυσικής), λαμβάνοντας διάφορες διακρίσεις και υποτροφίες για τις επιδόσεις του.

Το διάστημα 1995-1999 εργάστηκε ως Ερευνητής στο Τμήμα Πληροφορικής και Τηλεπικοινωνιών του Πανεπιστημίου Αθηνών. Την περίοδο 1999-2002 εργάστηκε στο κέντρο έρευνας της κορυφαίας εταιρίας οπτικών τηλεπικοινωνιακών συστημάτων Corning Inc. στις Η.Π.Α, όπου ήταν υπεύθυνος διαφόρων ερευνητικών προγραμμάτων σχετικά με προηγμένα θέματα οπτικών τηλεπικοινωνιακών δικτύων. Από το τέλος του 2002 και έως σήμερα είναι επικεφαλής της ερευνητικής ομάδας «Υψίρυθμων Δικτύων και Οπτικών Τηλεπικοινωνιών (NOC)» στο AIT (Athens Information Technology Center) με την οποία είχε/έχει συμμετοχή σε πάνω από 25 Ευρωπαϊκά ερευνητικά προγράμματα (αριθμός που κατατάσσει την ομάδα του στις κορυφαίες θέσεις στο αντικείμενο των οπτικών τηλεπικοινωνιών πανευρωπαϊκά) που σχετίζονται με τηλεπικοινωνιακά δίκτυα και φωτονική τεχνολογία (σε πολλά εκ των οποίων είχε/έχει ηγετικό ρόλο για το σύνολο των κοινοπραξιών). Έχει επίσης σημαντική δραστηριότητα σε υποστήριξη δράσεων καινοτομίας (διατελώντας ως μέντορας σε εταιρείες start-up), αλλά και σε ανάπτυξη επιχειρηματικής στρατηγικής (παρέχοντας συμβουλευτικές υπηρεσίες σε μεγάλες εταιρίες). Από τις διάφορες δραστηριότητες του έχει προσελκύσει στο ΑΙΤ χρηματοδότηση άνω των 8 Εκατομμυρίων Ευρώ. Επί του παρόντος είναι επίσης συνεργαζόμενος καθηγητής με το Πανεπιστήμιο της Αριζόνα (Tucson, ΗΠΑ) και το Πανεπιστήμιο της Κύπρου (Λευκωσία, Κύπρος). Στο παρελθόν διατέλεσε επισκέπτης καθηγητής στο πανεπιστήμιο Carnegie–Mellon (Pittsburgh, ΗΠΑ) και στο Πανεπιστήμιο της Καταλονίας (Βαρκελώνη, Ισπανία).

Το επιστημονικό έργο του Δρ. Τόμκου έχει εμφανιστεί σε πάνω από 550 εργασίες δημοσιευμένες/παρουσιασμένες σε επιστημονικά περιοδικά/βιβλία (περίπου 150) και διεθνή συνεδρία/ημερίδες (περίπου 400). Το συγγραφικό του έργο έχει λάβει περί των 5000 αναφορών (citations). Τέλος έχει στην κατοχή του 2 πατέντες. Σε αναγνώριση των επιτευγμάτων του εκλέχτηκε το 2010 “Fellow” του IET (Institute of Engineering and Technology) και τo 2012 “Fellow” του OSA (Optical Society of America). Ο Δρ. Τόμκος έχει και άλλες σημαντικές διακρίσεις: το 2014 βραβεύτηκε με το βραβείο «καλύτερης επιστημονικής δημοσίευσης» από το Journal of Lightwave Technology, έχει ανακηρυχτεί το 2007 “Distinguished Lecturer” του οργανισμού IEEE (Institute of Electrical and Electronic Engineers), το 2002 βραβεύτηκε με το βραβείο «εξαιρετικής επιστημονικής δημοσίευσης» από την εταιρεία Corning, ενώ το 1998 βραβεύτηκε για την καλύτερη ερευνητική εργασία από την οργάνωση IEEE.

Ο Δρ. Τόμκος διατέλεσε (από το 2010 έως το 2013) πρόεδρος (Chairman) της Διεθνούς Τεχνικής Επιτροπής Οπτικών Τηλεπικοινωνιών της οργάνωσης OSA (Optical Society of America), πρόεδρος (Chairman) της Διεθνούς Τεχνικής Επιτροπής Οπτικών Δικτύων της οργάνωσης ΙΕΕΕ (2004-2007), και  πρόεδρος της Διεθνούς Επιτροπής Εργασίας (2007-2009) για φωτονικά δίκτυα της οργάνωσης IFIP (International Federation for Information Processing). Το διάστημα 2010-2011 ήταν επικεφαλής της ομάδας εργασίας για «Δίκτυα Επόμενης Γενεάς» στα πλαίσια του Φόρουμ για την «Ψηφιακή Ελλάδα 2020.

Τέλος αξίζει να σημειωθεί ότι ο Δρ. Τόμκος είναι Editor σε σημαντικά επιστημονικά περιοδικά (π.χ. ΙΕΕΕ/OSA Journal of Lightwave Technology, OSA/IEEE Journal of Optical Communication and Networking, IET Proceedings on Optoelectronics, International Journal of Technology Management) και επί σειρά ετών μέλος των οργανωτικών επιτροπών στα μεγαλύτερα παγκοσμίως επιστημονικά συνεδρία στον τομέα τηλεπικοινωνιών/δικτύων (π.χ. IEEE ICC, ΙΕΕΕ Globecom, OFC, ECOC) και συνδιοργανωτής διαφόρων διεθνών ημερίδων εργασίας (workshops). Έχει επίσης διατελέσει αξιολογητής της Ευρωπαϊκής Ένωσης για ερευνητικά προγράμματα (σε θέματα Future Internet) και εκπρόσωπος της σε επιστημονικές αποστολές στην Ιαπωνία και Ν. Κορέα.
